The cost to hospitals of providing health care rose in 1984 by only 4.6% over the previous year, the smallest annual increase since 1963, the American Hospital Assn. reported. The flattened rate of increase was attributed to fewer admissions, an increase in outpatient visits and recent limits on government health insurance payments.
