Commodore Bruce R. Boland is scheduled to become commander of the San Diego Naval Base on Monday, replacing Commodore E. Inman (Hoagy) Carmichael, who has directed the base since August, 1982.

Change of command ceremonies, which are closed to the public, are scheduled to begin at 10 a.m. aboard the frigate Reid.

Boland, currently commander of the Pacific Fleet’s Amphibious Group Three in San Diego, will also command the Navy base at San Francisco in his new assignment.

Carmichael will report to Atsugi, Japan, as commander of fleet aircraft in the Western Pacific.

Carmichael last year attracted attention when he imposed a curfew on sailors and Marines visiting Tijuana. Concerned about service personnel being victimized by Mexicans, Carmichael in October declared Tijuana off limits between the hours of 8 p.m. and 5 a.m. The curfew remains in effect.

A Navy spokesman called Carmichael’s transfer “routine.”

Boland entered the Navy in November, 1953, as an aviation cadet. He holds a master’s degree in systems management from the University of Southern California.

During his career, Boland has commanded aircraft carrier fighter squadrons and served as operations officer aboard the aircraft carrier Hancock. He has commanded the attack cargo transport ship Durham and the helicopter carrier Okinawa. He also has served as special assistant to the chief of staff at Supreme Allied Powers Headquarters in Europe.

Boland’s awards include the Defense Superior Service Medal, Legion of Merit, Bronze Star, Meritorious Service Medal, Air Medal and Vietnamese Cross of Gallantry with Silver Star.

He is married and has four children.
