The prosecutor in the Kenneth Parnell kidnaping case said he has asked authorities in another county to file new charges against the 53-year-old parolee, alleging that he sexually abused one of the two boys he abducted. Merced County Dist. Atty. Pat Hallford said he asked Mendocino County Dist. Atty. Vivian Rackauckas to prosecute Parcell on charges he sexually molested Steven Stayner, who lived with Parnell for seven years after his kidnaping 12 years ago. Hallford cannot press the new charges because the alleged incidents did not occur in Merced County. Parnell was freed from prison last week after serving five years of an eight-year, eight-month sentence on two kidnaping counts.
