An abortion clinic must provide state authorities with the name of any patient under the age of 14 even if she had sexual relations willingly, a San Joaquin County Superior Court judge ruled. Judge Nels Fransen’s decision stemmed from the Stockton Pregnancy Control Medical Clinic’s refusal to give the district attorney’s office the name of a 13-year-old girl on the grounds that she consented to having sex. The case was a test of the 1981 Child Abuse Reporting Law, requiring that officials be told of any girl under 14 having sexual relations.
