China’s nominal parliament unanimously ratified a Sino-British agreement transferring Hong Kong to Communist rule July 1, 1997, and guaranteeing its capitalist system for 50 years thereafter. The 2,973-member National People’s Congress also approved a resolution to create a committee that will draft a “basic law” for the British colony after the turnover. The law will serve as a constitution, defining the port’s economic, political and judicial system.
