Drug distributors and gamblers plotted to infiltrate and control the courts and police in Union City, N. J., but the scheme was uncovered through wiretaps and smashed when 38 suspects were arrested in three states, Hudson County Prosecutor Harold J. Ruvoldt Jr. said. About 250 federal, state and local law officers arrested 36 suspects over the weekend and Monday in more than 50 raids in New Jersey, and one suspect each in New York and Florida.
