Divers for the environmental group Greenpeace sealed part of a pipeline that discharges about 4 million gallons of chemical wastes daily into the Atlantic Ocean near Dover Township, N.J. The pipeline belongs to the chemical manufacturer Ciba-Geigy Co., which said it would sign a complaint against Greenpeace only if its property was damaged. A company spokesman said the firm is permitted by the state of New Jersey to discharge the waste water into the ocean.
