An audit of the bankrupt 1984 World’s Fair in New Orleans found sloppy bookkeeping, including duplicate payments, but no wrongdoing, the Louisiana legislative auditor said in Baton Rouge. Adding new construction to previous contracts rather than setting up new contracts also may have inflated the fair’s cost, Joe Burris said in a report to the Legislature, which asked for the audit after it approved $25 million to help keep the fair afloat. That included a guarantee of a $15-million loan, on which the state must make good.
