NEW DELHI —
At least 35 government employees were injured Monday when police in Gandhinagar clubbed demonstrators protesting a promotion system, the Press Trust of India said. Gandhinagar is the capital of Gujarat state, where more than 70 people have died in riots over a government policy to help minorities.
