President Ferdinand E. Marcos has rejected a plea by local officials to impose martial law on Mindanao, saying he has adequate power to deal with the Communist insurgency there, the presidential palace said Saturday.

An official news release did not identify the petitioners but indicated they were from Mindanao, the Philippines’ second largest island, 500 miles south of Manila.
