The April increase followed a sharp decline in March, the Conference Board said. Despite renewed confidence, there was a decrease in consumers’ plans to buy, the business-sponsored research group said. The board’s consumer confidence index rose nearly 5 points to 92.6 last month, partially recovering the 8 points it lost in March, the board said. The buying plans index, meanwhile, fell to 98.1 from 113.8 in March, the group said. Both indexes use a 1969-70 base of 100.
