Salvadoran President Jose Napoleon Duarte said that negotiations are under way on a possible third round of peace talks with leftist guerrillas. Duarte said that Msgr. Gregorio Rosa Chavez, Roman Catholic archbishop of San Salvador, is acting as an intermediary, trying to arrange private discussions outside the country to precede the third round between rebel representatives and government officials. Duarte said he wanted a consensus on points to be covered before the third round takes place. The first round, in La Palma, ended on an upbeat note; the second, in Ayagualo last Nov. 30, made no progress.
