The Nuclear Regulatory Commission voted to hold its background briefings and general discussions in secret temporarily and proposed new rules to make the ban permanent. The action was taken without discussion on a 2-1 vote, with one commissioner absent and another not voting during a 10-minute public meeting. The commissioners then voted to publish the rules in the Federal Register, the official publication used by the government to give notice of proposed rules and regulations changes. “It’s legal, and it will allow us to do our job better,” Commissioner Lando Zech said.
