Baldrige, Gorbachev Meet

MOSCOW —
Commerce Secretary Malcolm Baldrige met with Soviet leader Mikhail S. Gorbachev today as the Soviet Union asked the United States to grant it most-favored-nation trading status.
There were no immediate details on the meeting, the first on superpower trade since 1978. An amendment to the U.S. Trade Reform Act of 1974 prohibits the Soviet Union from receiving the special designation, and U.S. officials have said it is unlikely to be rescinded until the Soviet Union liberalizes its policy on Jewish emigration.
