‘Quibbling in the Face of Crisis’

I commend your editorial, which urged U.S. agreement to monetary support for the International Fund for Agricultural Development at the coming meeting in Rome.
As we know, this failed to occur at the May 16 meeting. The result is that the fund’s continued existence is again in doubt. Since U.S. negotiators have declined to comment, we do not know what our government’s intentions are.
The crisis in Africa and the fact that if Western aid had been forthcoming sooner the present situation would not be of such holocaust proportions has put before us the opportunity to now look for and recognize other situations where timely help could make a difference. I suggest that U.S. support for IFAD is such an opportunity.
