A second tank car exploded at the site near Pine Bluff, Ark., where 42 cars of a freight train--some filled with toxic chemicals--jumped the track, prompting crews to order the continued evacuation of 1,200 persons. The blast of a car containing liquid plastic was the second explosion and fire at the site in two days. A tank car containing ethylene oxide exploded earlier, rattling windows five miles away, authorities said.
