Coastal Plan Rejected: The Coastal Commission has rejected Laguna Beach’s long-range plan for its coastal area, saying that the proposal does not provide enough public access to two beaches and does not do enough to protect ocean views. But the commission will approve the plan if the city incorporates those changes within six months, commission spokesman Bob Joseph said. June Catalano, the city’s director of community development, said the city Planning Commission will consider possible changes and submit them to the City Council for approval by September or October.
