Political consultant Tom Shepard, charged along with Hedgecock and two others in a campaign-financing conspiracy, has dropped his $6-million civil rights suit against San Diego County Dist. Atty. Ed Miller. Shepard said he dropped the suit because he couldn’t afford to pay his legal expenses but plans to refile the action when his finances improve.
The perjury and conspiracy charges against Hedgecock, Shepard, J. David (Jerry) Dominelli and Nancy Hoover stem from allegations that the four plotted to illegally finance the mayor’s 1983 campaign with money from the now-bankrupt J. David & Co. investment firm. Dominelli founded J. David and Hoover was Dominelli’s business partner.
Shepard filed the civil rights suit in November, claiming the district attorney had manipulated the press and the county grand jury to get an indictment against the four.
