The U.N. Educational, Scientific and Cultural Organization has apparently reached a compromise on how to make up for the loss of a quarter of its 1985 budget, caused by the withdrawal of the United States. The compromise, reached in Paris, was described as ambiguous over the issue of spending $10 million of the organization’s 1985 budget. Some Western nations said the agency’s Executive Board is not competent to decide the issue.
