Los Angeles Police Capt. Joe G. Sandoval has been appointed chief of the California State Police by Gov. George Deukmejian. Sandoval, 48, helped develop security plans for the Olympic Village at USC last summer and was a police commander at the village. In the state job, he succeeds John Norton, who resigned the $58,404-a-year post. State police officers are charged with providing security at state government buildings and facilities as well as protecting state officials.
