City plans for a new temporary shelter for the homeless, announced nearly two weeks ago by Mayor Tom Bradley, have hit a snag. Owners of businesses near the proposed site at 6th and San Pedro streets blocked a zoning variance needed to place the center in the largely industrial area. Officials of the Community Redevelopment Agency, which would oversee the 138-bed facility, have vowed to appeal the matter before the city Board of Zoning Appeals, whose members are appointed by Bradley.
