Spending Up 8.5% in New Budget: The addition of seven police officers and a street resurfacing project are features of the 1985-86 budget approved Tuesday by the City Council. Finance Director Tom Schoettger said the city will spend $44.4 million, up 8.5% from 1984-85, and expects a $2-million surplus. Street reconstruction and other capital improvements will cost about $4.5 million, up from $3.2 million last year. The police budget is about $9.6 million.
