Thomas Flanigan, a New York state pension fund investment official, has been appointed to oversee day-to-day management of the California Teachers’ Retirement System’s $14.5-billion fund. Flanigan was named chief investment officer by the system’s board. He comes to the $130,000-a-year post with 20 years of experience with the New York State Common Retirement Fund, the last six years as its senior investment officer.
