Dick Murphy began Monday as a San Diego City Council member but he ended it as the newest San Diego municipal judge. Murphy, appointed to the court by Gov. George Deukmejian on June 3, was sworn in during Monday’s City Council meeting as a special order of business.

During his five years on the council, Murphy was both praised and criticized for his steadfast commitment to his district, which included Tierrasanta, the state university area, San Carlos, Allied Gardens and Del Cerro. Among his major projects were the preservation and expansion of the Mission Trails Regional Park and the reopening of Lake Murray Community Park.

Murphy was appointed to the council in 1980 to fill a vacancy created when Larry Stirling was appointed to the state Assembly. In 1981, Murphy was elected to the council, and in 1983 he was appointed chairman of the Metropolitan Transit Development Board.

The City Council has not appointed a replacement for Murphy and it is considering leaving the position vacant until the November election.
