A 15-year-old Monrovia youth, whose sister lost her 9-month-old unborn fetus in a controversial shooting involving a sheriff’s deputy three years ago, was shot to death by assailants in a passing car as he sought to buy fireworks. Los Angeles County sheriff’s deputies said Mark Williams died early last Friday after he was shot during informal Fourth of July festivities in his neighborhood. Williams, who was to have celebrated his 16th birthday last Sunday, was apparently an innocent bystander, investigators said. His sister, Delois Young, received a $350,000 cash settlement from the county as a result of the 1982 shooting, and the deputy involved, Robert Armstrong, served eight months in jail. Armstrong arranged for a false call to a sheriff’s station in order to enter Young’s home, which he believed to be a drug-trafficking center, but no drugs were found.
