Three judges--John Mascio of Jefferson County, Ohio; Craig Broadwater of Brooke County, W.Va., and Thomas J. Terputac of Washington County, Pa.--ordered striking United Steelworkers members not to block entrances to company plants. No talks have been set between Wheeling-Pittsburgh Steel and the union.
