Council Avoids Default: With hearings on the 1985-86 budget pushed back to Aug. 12, the City Council met in a special session Saturday to authorize some checks in order to pay for vital city needs which would have lapsed Wednesday--the last day of July--without a new financial plan. Assistant City Manager Rex Swanson said the city’s liability insurance was the biggest worry. He said city services will be funded at the same level as 1984-85 until the budget is approved. Due to vacations and work schedules, Saturday was the only time all seven council members could be present.
