Seven Northeastern states and two environmental organizations said they filed lawsuits in an attempt to force the Environmental Protection Agency to tighten its rules on tall smokestacks. In the third round of court challenges to the rules, the states of Massachusetts, Connecticut, Rhode Island, Maine, Vermont, New Hampshire and New York said the agency had “abused its discretion” in approving rules more limited than they would prefer.
