Officials of Uganda’s new military government expressed disappointment that guerrilla leaders failed to show up for talks, but they said Gen. Tito Okello’s regime is still willing to negotiate. At a press conference, three leaders of the new government denied that the guerrillas had captured towns in far western Uganda or taken Masaka, southwest of Kampala.
