Khomeini Bolstering Revolutionary Guards

TEHRAN —
Iran’s leader, the Ayatollah Ruhollah Khomeini, issued a decree Tuesday telling the nation’s Revolutionary Guards to strengthen their ground, naval and air forces. The guards’ commander, Mohsen Rezai, had asked for such authority.
Iran has a large army, air force and navy. However, much of the front-line fighting in the five-year-long war against Iraq is done by the Revolutionary Guards and their volunteer auxiliaries. The guards have small air and naval units.
