The fraud case against a North Hollywood couple who collected $28,000 on a life insurance policy after the husband was falsely reported drowned in the Philippines was dismissed. Los Angeles Municipal Judge Michael Pastor ruled after a preliminary hearing that there was not enough evidence to show that either Jose Ramirez, 42, or his wife, Luzviminda, 42, intended to defraud. Deputy Dist. Atty. Peter Glick said Pastor believed that the wife did not know her husband was still alive and the husband did not know the wife had filed the claims. One insurance company paid off, but another refused to pay $100,000 after investigation revealed that the body found in Manila Bay in August, 1982, was not that of Ramirez. Glick said he had recommended that the charges be refiled.
