The Nuclear Regulatory Commission has directed operators of the Rancho Seco nuclear plant near Sacramento to explain the cause of its latest automatic shut-off before resuming operations at the plant. Rancho Seco--idle for the last six months for refueling and maintenance after a welding failure--tripped itself off last week during a test for start-up operations, apparently because of a vacuum loss in the condensers that reconvert steam to water.
