A U.S. District Court judge in Los Angeles ruled against the Federal Deposit Insurance Corp.’s bid to dismiss a $54-million damage suit filed by Douglas E. Patty, the former Heritage Bank chairman ousted by the agency a year before the Anaheim bank’s 1984 collapse. The FDIC sued Patty for $150 million. Patty filed a countersuit claiming that the agency violated a 1983 deal in which he resigned in return for the FDIC’s promise not to sue him.
