2 Judges Are Elevated to Superior Court

Two San Diego County municipal court judges, appointed by Gov. George Deukmejian in 1983, were promoted Thursday to the San Diego County Superior Court.

Richard Haden, 40, a municipal court judge in San Diego, will replace Judge Daniel Kremer, who was recently elevated to the 4th District Court of Appeal.

Franklin J. Mitchell Jr., 48, a Municipal Court judge in Vista, will replace Judge Alfred Lord, who retired.

Before Haden was appointed to the municipal court, he served as a deputy attorney general for eight years. Earlier, Haden had been a law clerk and an assistant project coordinator for the San Diego County district attorney’s office.

Haden is a Vietnam veteran who served in the Navy from 1967-71. He is a commander in the Naval Reserve and received his law degree from the University of San Diego in 1974.

Before Mitchell was appointed to the municipal court, he was supervising defense counsel for the Southern California office of the California Farm Bureau Federation Insurance Companies. Mitchell also had been a Fresno County assistant district attorney. He received his law degree in 1963 from Hastings College of Law in San Francisco.

Each judge will receive an annual salary of $77,129.
