Muslim extremists said in a statement published in Beirut that they will not free three kidnaped Soviet Embassy officials, even though their main demand, a halt to fighting in Tripoli, has been met. Now that Syrian troops have moved into Tripoli to monitor a cease-fire, the extremists said, “We will continue holding the Soviet spies until we are satisfied with Syria’s intentions.” The extremists kidnaped four Soviets on Sept. 30, killing one of them two days later.
