Rainstorms stretching across the central Plains pushed creeks and rivers over their banks, closing roads and stranding motorists. Meanwhile, tropical storm Isabel, its winds weakened to 45 m.p.h., came ashore at St. Augustine, Fla. There were no reports of significant damage. A broad band of rain stretched from Oklahoma across Missouri and Illinois into lower Michigan, where flash-flood watches were posted.
