Direct Phone Calls to Mexico City Resume

WASHINGTON — Limited international direct-dial telephone service has been restored to the Mexico City area, American Telephone & Telegraph Co. said Thursday.
Spokesman Jim Byrnes said that about 30% of the facilities used to handle calls coming in from the United States and other countries were restored, enough to enable AT&T; to allow calls to go through without operator assistance.
However, he said some calls are being blocked by computers that monitor the flow of traffic, and those callers hear a message saying circuits are busy and urging them to call later.
