Unit 1 of the Diablo Canyon Nuclear Power Plant was returned to full power and Unit 2, which was undergoing full-power testing, was taken off line to replace a faulty valve, its owners said. Unit 1, which has been producing electricity commercially since May, was reduced to 83% of its capacity Saturday so engineers could complete a quarterly calibration of instruments that measure power levels. It was returned to full power Sunday, generating 1.1 million kilowatts, said Pacific Gas & Electric spokesman Ron Rutkowski
