Runners in Pakistan shelled the garrison town of Barikot in eastern Afghanistan early this month, killing 14 Afghan civilians and wounding 11, Kabul radio charged. Afghanistan filed a strong protest with the Pakistani government, the second in a week over alleged cross-border attacks.
