Postsecondary Education Fund Names New Director

WASHINGTON —
Charles H. Karelis, an aide to Secretary of Education William J. Bennett, on Tuesday was named director of the Fund for the Improvement of Post-secondary Education. The Fund helps provide access to higher education for women, minorities, blue-collar workers and non-traditional students.
