South Pasadena : Building Moratorium Imposed

The city has imposed a 45-day moratorium on construction on property zoned for condominiums and apartments pending a Planning Commission review of plans to down-zone the land for less dense development.

Public Works Director Patrick Lang said current residential zoning would allow the city’s population of fewer than 24,000 residents to increase to 60,000, far more than could be accommodated by local roads, sewer system and other public facilities. About 200 parcels zoned R-3 are involved in the moratorium, which was unanimously approved by the City Council.

The moratorium also covers property on Mission Avenue zoned for commercial and manufacturing uses. Lang said that the Planning Commission wants to reconsider whether manufacturing businesses should be permitted on Mission.
