New York Mayor Edward I. Koch said he has ordered city employees not to report illegal aliens to federal authorities because their presence “is not a New York City crime.” Koch estimated that there were between 400,000 and 750,000 undocumented aliens in the city. “For the most part, these aliens are self-supporting, law-abiding residents.”
