Safety experts on Tuesday proposed setting up an international task force to help prevent major industrial accidents such as the gas leak that killed more than 2,000 people in Bhopal, India, last year.

In a report at the end of a weeklong meeting, the 15-member group said the International Labor Organization should assemble the task force to advise governments and factory-inspection agencies.

It also urged the labor organization to prepare a manual on hazard control.
