A federal judge in Washington barred the Treasury Department for the second time from rescinding rules that require wineries, breweries and distilleries to tell consumers what ingredients are in their beverages. The rule, published during the Jimmy Carter Administration, was rescinded by the Reagan Administration, which said the requirement would not provide “substantially useful information to the consumer generally.” The Center for Science in the Public Interest filed suit against the action. The court ruled for the center and the Administration appealed. But the court again ruled for the center.
