Geneva Arms Talks Recess

GENEVA —
The Geneva arms talks recessed today, and the chief U.S. negotiator said the final round before the superpower summit was productive but the Americans “would have preferred to be further along toward agreement.”
The United States and Soviet Union agreed to resume arms talks Jan. 16, the envoy, Max M. Kampelman, told reporters. President Reagan and Soviet leader Mikhail S. Gorbachev will meet here Nov. 19-20, and both have proposed arms control plans they say call for deep cuts in offensive nuclear arms.
