High water levels in the upper Great Lakes threaten severe flood and erosion damage this winter, the National Oceanic and Atmospheric Administration warned. Water in lakes Superior, Michigan and Huron is at record levels and is expected to remain so. High water can cause hundreds of millions of dollars in damage to lake-front property during severe winter storms, as happened in 1973. The trouble stems partly from recent record rainfalls.
