Thief in for a Surprise

A thief who broke into a locked car and took a pile of boxes wrapped in bright Christmas paper was in for a surprise--they were all empty. Rep. Charles E. Schumer of Brooklyn had planned to use the green and red packages as props at a news conference today on the subject of interest rates charged by credit card companies.
