Norman Hickey, county administrator in Hillsborough County, (Tampa) Fla., will take over early next year as the chief administrator of San Diego County. A career bureaucrat credited with helping expose rampant corruption in county government, Hickey, 58, will replace Clifford W. Graves, who resigned in July.
