Leszek Kapsa, the Polish ship’s cook who jumped ship at Cleveland nearly two weeks ago was granted political asylum by the U.S. Immigration and Naturalization Service. Kapsa, 27, a cook aboard the Ziemia Lubelska, left the cargo ship Dec. 1 and applied for political asylum three days later accompanied by Sen. Howard M. Metzenbaum (D-Ohio). INS officials said Kapsa feared he would be persecuted if he returned to Poland.
