Singapore is leaving UNESCO at the end of the year, making it the first non-Western country to quit the U.N. agency. Its reasons for leaving are financial, not political. Singapore is in an economic slump and says the membership assessment is too high. Its 1984 contribution was $98,747. The United States quit the U.N. Educational, Scientific and Cultural Organization at the end of 1984 over the political direction the agency has taken. Britain plans to pull out Dec. 31.
